About Us

Klein and Associates was started in 1983 by Tony Klein after parting ways with the Hood River County Public Works. James joined the firm in 1989 and after enlisting in the US Navy in 1990 and then being honorably discharged in 1994, he rejoined the firm. He worked as a Party Chief before attaining his professional surveying license in 2005.It was at that time James Klein and Leo Sandoval partnered and took over the business.

James Klein – Professional Land Surveyor

James Klein, Co Principal is a licensed Land Surveyor in Washington, Oregon and California. He has more than 30 years of experience in the field and office, working on various types of surveying projects including boundary locations, land planning, land divisions, topographic, site designs and construction layouts. His professional knowledge and honest approach to both his clients and his employees have made him a forerunner in the surveying community.

James worked under the direct supervision of Anthony C. Klein, P.L.S. and founder of Klein & Associates. In 2005, James took the role of President of Klein & Associates, and in 2010, he, along with Leo Sandoval, purchased Trantow Surveying. He directs Trantow Surveying and supervises all projects and employees with integrity. He manages a multitude of different projects ranging from commercial, industrial, governmental, residential and cadastral surveys for Trantow Surveying.

Leo Sandoval – Professional Land Surveyor

Leo Sandoval, Co-Principal, is a Licensed Land Surveyor in Oregon, Washington, Idaho, Montana, and he is also CFedS, (Certified Federal Surveyor). Leo has more than 30 years of experience in the field and office, working on all types of surveying projects. Leo has strong knowledge and experience with all aspects of surveying, land development, construction layouts, highway right-of-ways, and geodetic control. Leo is very proficient in operating the Trimble RTK GPS unit, Sokkia, Topcon Robotic Total Station, AutoCAD Land Development and Civil 3D and has been a Project Manager on various projects since 1999.

Leo has gained a wide variety of work experience through various surveying firms since 1991. He has worked on and was Project Manager/Supervisor on several State and Federal projects; including highways, airfields, and port docks. Leo is also licensed under the CFedS program which has been approved by the U.S. Secretary of the Interior and was designed specifically to enhance the level of knowledge and expertise in the professional land surveying community for survey work performed on federal lands and especially on Indian Trust Lands.

Roxann Cochran – Office Administrator

Roxann joined the team at Klein and Associates, Inc. in 2008 and her expertise includes financial planning, record keeping & billing, personnel and logistics planning. Roxann handles all project inquiries for Klein and Associates, Inc. and sister companies Trantow Surveying and KA Locates.

Elizabeth Betts – Professional Engineer and Project Manager

Elizabeth joined the team at Klein and Associates, Inc. in 2009 and is the Engineering Team Manager. She obtained her B.S. in Civil Engineering (cum laude) from University of the Pacific in Stockton, California where she also participated on the women’s soccer and cross country teams. Elizabeth’s areas of expertise include project management, road and trail design, subdivision design, site development, grading, erosion control and drainage plans, and low impact development. Elizabeth oversees client relations, scheduling, cost estimation and budget tracking, agency coordination, construction oversight and employee training. In addition to Civil Engineering, she has recently completed courses in Permaculture and Landscape Design in attainment of a “Designing Landscapes” Certificate. Away from work, Elizabeth spends her time with her family, walking around town with her dog, and working on landscaping projects around their home in Hood River.

Emmanuel Flores – PE

Emmanuel has been Engineering since 2019 and graduated from Oregon State. Emmanuel has continued to excel in the field of civil engineering, consistently demonstrating his expertise in designing and overseeing infrastructure projects with precision and innovation. His ability to seamlessly blend theoretical knowledge with practical application has made him a trusted and valuable asset within the company.

Joe West – EIT

Joe graduated from the University of Utah before moving to Hood River. He has worked for Klein since 2020 and has been a lead figure in the Material Testing. Over time, he seamlessly transitioned into the role of an engineer, leveraging his strong foundation in engineering principles and his firsthand experience with materials. This transition reflects not only his versatility, but also his dedication to evolving within the company.

Ginna Duarte – Senior Draftsperson

Ginna has been drafting since 2005 and has worked for Klein and Associates, Inc. for over 10 years. Ginna is highly skilled in the use of AutoCAD Civil3D for the production of Civil Engineering and Surveying plans and AutoCAD Architecture for Home Design.

Saunders Southecorvo – Engineering Technician – Department Head for Material Testing

Saunders has worked for Klein since 2022. As the head of our material testing department, Saunders not only oversees the daily operations but also plays a pivotal role in shaping the direction of our testing team by making sure everything is in order. Saunders is not just a proficient technician, but also a mentor and leader who inspires his colleagues to excel in their roles.

Giovanni Perez -Engineering Technician

Gio is our newest member starting in 2023. He has showed himself to be a hard worker and has shown dedication in learning the ropes in Material Testing. He has quickly become a leader within Material Testing and has proven that he has what it takes to be a leader. His introduction to this field has been nothing short of impressive, marked by an innate curiosity and a rapid grasp of complex testing methodologies.

Cruz Chaparro – Engineering Technician

Cruz has been working at Klein since 2022 and has taken on Material Testing. His experience and enthusiasm has made him a core member of this company. He’s shown commitment in furthering his knowledge in the field and motivational drive to become a key figure.

Luis Chaparro – Survey Field Crew Technician

Luis was born and raised in Hood River and has been working for Klein since 2018. He has proved to be instrumental in day-to-day work for surveying and drafting. With his strong leadership, he has worked his way up to become a prominent figure within our company.

Jacob Smith – Survey Field Crew Technician

Jacob has been a vital part of Klein since 2019, where his expertise in federal land surveying has greatly contributed to the company’s success and reputation. He has consistently demonstrated a profound understanding of the intricate methods and processes required to accomplish tasks efficiently and effectively

Jose Sandoval – Survey Field Crew Technician

Jose has been with Klein since 2013 and has a lot of survey experience. Throughout his time at Klein, Jose has demonstrated an unwavering dedication to his profession, consistently delivering exceptional results on a wide range of surveying projects. His tenure has been marked by a notable focus on federal jobs.

Hunter Klein- Survey Field crew Technician

Hunter has been a part of Klein since 2017. He has taken on a lot of responsibility. while mostly sticking to surveying, he has taken on other tasks such as material testing and I.T. (information technology) work.
